include /opt/apps/nginx/conf/proxy.conf;

因为我配置的跳转是走HTTPS协议的443 端口，但nginx下Location确是配置的是HTTP协议，所以应该把HTTP改成HTTPS，例如上面得改为 proxy_pass http://payment443 就可以了。
